The Djibouti City Beautification Project is an urban afforestation initiative established by Djibouti, the Capital of Djibouti.¹ The project involves creating new green spaces by planting trees across different city areas.²
The project objectives are threefold: to enhance the city’s appearance and beauty by creating green spaces,³ to better mitigate the effects of climate change by planting trees that reduce greenhouse gas emissions,⁴ and to enhance social well-being in a healthy and protected environment⁵ by preserving biodiversity and natural resources.⁶

The project is composed of a sequence of three phases, progressing from the national to the city level:

(1) A meeting was held at the national level by the Djibouti Prime Minister for the “Djibouti Tree Planting and Beautification Program.” ⁱ This meeting allocated the responsibilities among the different stakeholders as follows:⁷

The Ministry of Agriculture is responsible for providing plants, protective cages, and tricycles, offering support to the stakeholders.⁸
The Ministry of Housing is responsible for providing the master plan to guide the planting layout and prevent any conflicts.⁹
The Ministry of the Interior, in collaboration with the monitoring committee, is responsible for raising public awareness, promoting accountability, correcting any discrepancies, and ensuring measures are taken to guarantee proper irrigation.¹⁰

(2) The project was launched at the city level, where different planting locations were selected and identified, guided by the Minister of Agriculture and Water, Fisheries, and Livestock.¹¹ The selection was based on various criteria, such as the location’s need for shade, improvement of air quality, and preservation of green spaces. These locations include schools, public parks, and areas along the main streets of Djibouti City’s three districts.¹² The launch also included planning for awareness campaigns guided by the municipality of Djibouti.¹³

(3) The first part of the project was implemented in 2024, with 500 trees planted in the city.¹⁴
Engaging the community in the implementation phase ensured the planting process was participatory. The municipal policy consists of distributing a substantial number of trees to each resident of Djibouti City, encouraging everyone to work together to enhance the community’s living environment. The project also included awareness campaigns on the role of residents in preserving the plated trees.¹⁵

The project is initiated by the Municipality of Djibouti City and the Ministry of Agriculture, Water, Fisheries, and Livestock, which is in charge of Marine Resources.¹⁶ ¹⁷ The project is under implementation and supervision of the Municipality and the Ministry of Agriculture, in collaboration with the Ministry of Housing and the Ministry of the Interior.¹⁸ ¹⁹ The project is funded by the Djiboutian government.²⁰
